They simply developed characters who face interesting struggles because of their origins and identities. IMO it didn't come off as pandering at all. Between the gay couples, a main character who is trans, and the storylines in underrepresented places like Kenya and Mexico, I found the narrative very refreshing.

yet the LGBT over representation is considered perfectly fine. sexual persuasion really doesn't matter/affect a story line, so why not make it proportional as well? I'm quite sure if you produced a show about lawyers in Japan, and cast all entirely white people, you'd be laughed out of hollywood. If you were creating a TV show about a law firm in Japan, you would expect to see a higher percentage of Asians playing roles.
